Reported 28-Point Peace Proposal Emerges in Ukraine Conflict 

According to the reported framework, Ukraine would be required to make several substantial concessions as part of the peace deal. Chief among these is the recognition of current Russian control over Crimea and parts of Ukraine's eastern territories occupied since 2022. The plan would also demand that Ukraine refrains from joining NATO, adopts a neutral military status, and accepts limitations on the size and capabilities of its armed forces. Additionally, the proposal would require Ukraine to enshrine these commitments in its constitution and engage in direct talks with Russia regarding the future status of disputed regions. 

What Shapes Russia’s Foreign Policy? 

Russia hasn’t had much to do with Africa after the cold war until the surge of China on the continent and the election of President Trump. Africa has historically been a prominent field of influence for the United States and then the Soviet Union (USSR). Since the collapse of the USSR in 1991, Russia has been trying to establish its place by setting formative policies to reassert itself on the world stage as a major international power. Bilateral relations between the USSR and African nations were frozen at the end of the Soviet period.Â
